There are many classes of bollards! Those to protect essential infrastructure will destroy everything that attacks them. You see them around government buildings and other places as protection against terrorism. Those in front of banks and jeweler shops are little less destructive. They stop trucks from ramming the facade. And they go all the way down to those to keep cars from the sidewalk, they snap when an accident occurs and do not kill the driver or destroy the car. European city centers usually have pedestrian zones with mobile bollards to stop cars but allow delivery and emergency. Around it there is a car-less zone, that allows access for inhabitants, buses and taxis as well. When you have a private parking spot in, or near, city center, you can prevent abuse with a mobile bollard, expensive but a good solution to keep others away.
