English is an ethnicity, not a nationality, so you can't say "You need to be English (colour doesn't matter)". Everyone who is English is white. People who aren't white cannot be English, though they can be British.

@jamiewoods7733 Wrong. England isn't currently a nation, which is why people born here have British nationality, not English. Currently, "English" is just an ethnicity and won't be a nationality unless the United Kingdom of Great Britain ends and England, Scotland and Wales all become nations. In any case, many nations don't give nationality to children born there if their parents are foreign. You state it as if it's a universal law, but it's not. Anyone can play for the England team, whether they're English or not. It's meaningless.
