Increasing tax on something that helps the environment while not increasing tax on the thing causing most of the damage is a stupid way of (not) solving any problem. The infrastructure bill would allocate money to roads. Also, we could tax the oil companies which seem to have plenty of extra money floating around since they spend hundreds of millions of dollars every year on lobbying congress to suppress they detractors (and reality).
