Oh, so it's only permitted after the child had to flee the state to get medical care.... then it goes right back to what the actual law says. They didn't seem to want to make an exception when the child needed help! This shit is straight out of 1984, how are people so stupid that the can't even agree on definitions for words they've been using all their lives?!?!
