Yeah, these organizations have just become another form of predatory disaster capitalism utilizing aid-washing (like green-washing) to funnel as much taxpayer money as possible to rich folks and private contractors. For $3 billion you could literally buy every single homeless person a house and give them a retirement fund but instead the executives get mansions and yachts and the private contractors hired to build low income housing charge $1 million per studio unit and then never complete the job. It's all a con. Just like everything else the US does.

And where is a homeless person going to accrue the funds to move? Even if someone gave them money to buy a car and drive to a rural area, then what? How are they going to eat, where are they going to stay, how are they going to get a job? Getting a job requires a phone, internet, an address and nice clothes at the very least. Plus jobs don't pay enough to afford housing and in order to even rent a place you generally need at least 3 months rent up front. (1st and last months rent + security deposit) And generally renting a place requires an address and good credit score and rental history. Are you seeing an issue here? Once you are homeless you are basically screwed.

Gee why didn't they think of that? If they just go buy a house somewhere else they won't be homeless anymore.
