This is why the US sucks, because everyone is more worried about their property value and curb appeal than about other human beings having basic human rights. That being said the US (because of corporate power) has terrible zoning laws that just seek to boost real estate moguls assets under management instead of actually making livable cities. In a decent world we would just build walkable cities with public transport and have apartments for homeless folks. But of course whenever apartments are attempted in the US, nobody wants to build it because it won't be a leach on society (since rent prices are astronomical), and when they do actually get built the developers just run out the back door with all the cash and never finish the job and charge 20x the actual cost as some backroom deal with politicians. Hedge funds will never allow affordable housing because that would directly compete with their ability to pillage the country and for profit prisons just love having a sky high homeless population, plus prisoners are a free source of slave labor for corporations.
