She is so stupid it is unbelievable. "I'll offer my city as a control group" even though it's not just your city but also every other city from which anyone visits. "It's our responsibility to know when we are sick" She has obviously never heard of an incubation period. So it's literally impossible to know when you are sick if you don't have a bunch of symptoms immediately and then you have to make the decision of what's more important, going to work to support your family and possibly infecting others or staying at home and taking a pay cut. Again, she is infuriatingly stupid and selfish.
