  1. Without any criminal charges there is no incentive for Kroger to accurately pay their workers. Why pay them what they are owed when you can just cheat them and then make THEM do the extra work of sorting it out every week. This is exactly how health insurance works too. A significant number of claims are denied due to nonsense or "system errors" and then it's up to the individual or the doctor to catch it and go through the work of appealing (or double or triple appealing) within the tiny timeframe allowed in order to actually get it paid correctly. Also the insurance company can take 30-60 days to process a claim so if the timeframe is only 6 months and you have to get it reprocessed and appeal like 4 times to get it right.... well, you betting be on it the day it comes back cause the insurance company just be sitting on it running out the clock.
