Of course the CIA did it, possibly with the blessing of LBJ, who knows. But they wanted to blame it on Cuba/Soviets. That was literally their playbook in those times. Noam Chomsky details how they did this same thing many other times as well like with the chemical weapons used on Vietnam, they literally tried to blame the Soviet Union for it! But that eventually failed because of the sheer number of US military members that were affected by agent orange and the other chemicals they dropped. Regardless, it's 100% not the story the public has been feed otherwise they'd just release the documents and it'd be no big deal.

@greggibson33 Most people consider the CIA to be a part of the military. And the entire US was founded as a capitalist utopia free from the regulating hand of the government. ie corporations in change of everything. That's held true. The military is obviously controlled by big business bomb makers and the CIA has admitted to overthrowing countries just to enrich and empower big US corporate interests. So corporation/military is basically the same thing at this point.
