School is definitely coving up the bullying. One of their students tried to kill a US president. They are trying anything to cover their a$$es. But also, people being bullied generally don't go to teachers or administrators to complain or seek help out of fear of it getting worse and bullies usually don't openly bully people in front of teachers, especially the teachers that would stop it. Other teachers may even encourage or ignore it. I went to a good small town school and even I was bullied by teachers (not on a regular basis though), because I was quiet, and had other teachers that were great, caring people.
