  1. I believe the reason people stop during the earthquake even while on a bridge is to avoid it collapsing. If people are moving the bridge may be more likely to find the resonant frequency that causes it to give out because it amplifies the up and down movement similar to someone using an inner tube to make bigger and bigger waves in a pool by timing it correctly instead of just splashing willy nilly.
