  2.  @luciobaggio8695  You don't drop 2.5 more bombs per target just because your bomb has a 2.5% dud rate instead of a 1% dud rate. These are cluster bombs which are what they sound like, clusters of bombs. You'd have to compare 10k bombs at 1% to 10k bombs at 2.5%. That's why your math doesn't make sense. Also, Biden is not sending 1% dud bombs anyways, he's sending 2.5%+ ones.
