If insurance companies don't lower their insulin coverage price and people have to buy it from the public company that amount they paid won't go towards their out-of-pocket maximum for their insurance drug plan. It's just another way to make people pay twice if they have any medical issues or need a high amount of prescription drugs. That way he can please the insurance company and the people who can't afford insurance but need insulin. It's a greasy move to appease both sides.
