  1. Easy regulation idea. Get a yard stick. If someone is horizontally bigger than a seat... then they can't fit in just one. Yard stick is like a dollar, I'm sure every Airline can afford one. Or just take the seats out of a plane being scrapped and set one next to the counter and make anyone suspicious sit in it just to make sure. Besides, where do the fight attendants sit? can't they give him one of their seats? Surely they won't need it the whole flight.
