  1. We would expect that after 20 years in the S.S. the director would actually know something about the responsibilities of the job. Unfortunately most governent job advancement is based on the amount of time one has been employed, not on merit.

  2. The problem is the system of advancement within ALL governmnt agencies. This systemxof advancement has existed since gvernment agencies were ceated. The agencies created the criteria for advancement.
