All the finger pointing and cover up, the Feds pushing the aviation board of investigators out, and attempts to silence ground witnesses? Forensic final analysis revealed that the navy was doing exercises on the water, shooting something up, hit the plane. Dozens of witness on the ground saw what looked like flares rising from the water. Don't know if possible to consider stopping all military exercises near big cities and airports.
