If you have to throw most of your army into war, so far that you keep opening up who is "allowed to join" aka forced into it... yes the hinterlands get a bit emptier. And this isn't the first time. Hell first time Putin suddenly had to deal with a rebelling force of SPECIALISTS closing into Moscow. And it seems now without enough soldiers/police to keep the inner lands under control. Things are getting bad. I wonder how many Russians are stationed close to china. Just saying.. they are "Friends" but are they?
