  1. To Russia, men power is merely a number. It is willing to empty the whole country side of fighting men if needed. Of course, at the beginning of the war the quality of material, weapons, armor, clothing and supplies already was shown to be lacking. Right now any person drawn into this war will have to enjoy the WW II approach, be send into war without a gun, any gun! And wait till a comrade is killed then take said persons gun. Now remember, Russia already has huge problems with amount of children born, people living in it, size, and other things, so killing a lot of people in the age where they can get kids is really really smart. The damage is not just short term, it is suicidal long term. Putin is spending resources that he doesn't has. Because after this a huge problem will rise... where will the kids be? Who will get kids? You need a men and a women, mothers left without husbands can't just get kids out of nowhere.
