  1. As Daniel points out, easily a few hundred million people less then the official number. But then even the officials don't know the REAL number anymore. Let's be fair, if you run a town, and you get resources/importance based upon said town/city size... wouldn't it be nice if you had 10k more people living in it? And that is what happens, cities keep more people on their accounts for financial/power reasons. And, nobody wants to tell Xi the bad news right?
