Tracks aren't heavy. it is the platform next to it, the heavy layer of building materials, the roofing... etc. So no, tracks are not heavy. Still even tracks over time will go down a bit.

IF you build things to fast on ground that isn't the most stable, it can indeed compact a bit too much. And that is a fact of nature, a reality! Around here there is a very specific trainline that KNOWN to have issues. It is just... seeing in the local news "Trains between X and Y are limited due to railroad works" is standard at that point. We are used to it. CHINA though...
