You know what china doesn't understands. BIG NUMBERS mean nothing.. if it doesn't do anything. I mean it! Sure you build so many TOFU projects and ghost cities, that maybe not be empty but 10-15% filled up isn't a good grade either. So! You just got BIG NUMBERS... but nothing to filled it up with.
