  1. It is official. They rank cities. From TOP TIER, like Bejing with great schools, universities, and more. Down to I believe fourth, some kind of New City they just put in the middle of nowhere. Because they could. It will have schools, universities and more but, ... just not as important. And having for instance Bejing University on your paperwork matters.

  2. Don't worry, just turn that debt into bonds. "sell" those to the banks/customers and you are safe for a few more years. That all the money in the bank at a point is just worthless bonds, well... not your problem.
