  2. It is just how China functions. You think that western governments at times are blind for long term costs/benefits. Check out China, where 5 year plans and "within 5 year we need +20% GDP are not unheard off" No matter the cost. Well the cost is now, unilivable or unbuild houses, poisoned rivers, a society running out of babies and oh right.. Dams about to break... yup expect soon enough more news about HUGE DAMS breaking! Followed by even MORE floods!
