I am sure that's happened before. It reminds me of the plot to The Departed, actually. But you have to assume that some mobster probably took some young, working class kid under his wing and from adolescence molded him into what would become the perfect mole.

@JohnDoe-rm3rj I never said it wasn't? Yeah insofar as Whitey Bulger himself was working directly with the FBI, in the Departed we see a younger version of Jack Nicholson's character "find" the boy who he ends up grooming into something useful for himself. It's not how Bulger really had his connection with the FBI, but in The Departed it's just explained that this guy's master plan was to have someone loyal to him infiltrate the FBI so he can learn not only all of their inner secrets but he'd have heads up awareness on all busts that would effect him, and he could also use the FBI to destroy his enemies as well. That's something the real Whitey Bulger absolutely did.
