Fingerprinting didn't really take off until some time later, that was something J Edgar Hoover advocated for and is sort of responsible for making it a mainstream practice as well as keeping a database of sorts OF fingerprints. That was definitely not in 1918 lol

Finally yeah I think a huge part of the reason that it's unsolved in both the cases of Tupac and Biggie and countless other people from the streets who die is many of them if not the overwhelming majority believe in NOT calling the cops, and instead doing it the other way. Like it's no coincidence that people started dying in the wake of both. In the underworld, moves were already being made for revenge. That's how they avenged Tupac. They got Orlando like two years later.

Is he not just a gangster then? Who dabbled in serial killing? If he ran a blackmailing ring, that's something the mafia would do. He probably also was demanding extortion money as well. The whole Satanic element thing though, that reminds me of Max Payne 1 where you find out Jack Lupino, a mobster, is a hardcore devil worshipper too.
