For all I know they were there before, but then again... if they weren't there before, that's a common heroin addict (like hardcore mind you heroin addict) thing is the have marks on their arms, wrists, legs, etc. Anywhere there's a vein. And with improper injection technique which 95% of heroin addicts unfortunately have, they get track marks, abscesses, sores. It's a very ugly thing and basically most addicts wear long sleeve shirts and pants year round to account for this.
