Decisions in the USSR were made by the party, which consisted of representatives of all the people of the USSR. What does Russia have to do with it ? Russia gave the most resources to other republics of the USSR , i.e. , in fact , almost all republics of the USSR lived and developed at the expense of Russia .

In the same Czech Republic , Poland and Bulgaria , the Communists came to power in the elections ! It 's propaganda on TV today that says the opposite . Learn history better
