It's a little more than that. It's a combination of the rapid urbanization + the 1 child policy + Zero Covid. Mostly the first two... Before urbanization - kids were free manual labor. Once people moved into the cities they just became a massive expense. This happens in all developing countries though as they urbanize, but China did it so fast... + if you combine that with the One Child Policy which meant 2 people only produced 1.. then you have a double whammy. One Child Policy might be gone but now that a lot of people got used to families only having one kid - they just kept it like that. It became their normal...and cost of living being so high, many opt to just pour all of their resources into one. More recently, I'm sure Zero Covid didn't help people feel safe and secure enough to get married or start a family. It probably made them feel economically insecure.
