  1. The problem is that the entire CCP system runs on bribery and corruption. These local officials earn meager salaries but hold immense power over industry and business... and businesses need to bribe officials for licenses, certificates, contracts, etc... and if you don't? Well then you lose to everybody else who is doing it... So it becomes something that you need to do just to compete with others. Bribery and corruption is an open secret in China. So when I see these "corruption campaigns" it's more about who are they choosing to target on any given day, because everybody is dirty and a fundamental change of the system isn't on the table.
