  1. To compartmentalize one issue - I think Xi is very politically and ideologically focused, less economically focused, and was overconfident in China's dominant position in supply chains. Zero Covid is big example of when he drove a major policy on politics instead of balancing economics, and saw that companies were not married to China's service as a supply chain provider. It's becoming more competitive and companies are/were more willing to diversify than expected
