I haven't read up on this specific issue but I wonder if Mao was consciously just getting rid of the educated and Elites because they represented threats to the party and especially his particular rule. What I've seen from Marxism/Leninism in the past and present is to get rid of all alternatives, and to keep people dumb and separated. People who were educated, had money, had influence - were a problem for Mao. They were the first to be purged and then he even went on purging people from his own party because he was so paranoid of threats
