If they are desperate for money, wouldn't they just instruct their central bank to buy the government bonds? Obviously not ideal from an inflation perspective, but would at least avoid the bank runs. Putin obviously can do whatever he likes and their central bank isn't independent so I would be surprised if they started messing with savings rather than instructing the central bank to do some "QE" so basically steal the money from the bank accounts through inflation rather that directly stealing it.
