  4.  @PhillyD-n9b  80% of the population supports Putin and most of ethnic Russians support his actions even outside of a Russia. It's therefore a rational statistical assumption that a Russian you meet probably supports Putin until they indicate they indeed oppose him. And what is wrong about collective punishment? The nation as whole has enable Putin for decades and we aren't talking about locking these people up so nothing about their treatment has anything to do with any Geneva conventions.
