Anarchy: You allow low level criminals to get away with crimes against normal productive citizens. They’re only held accountable if they attack the elite. This creates few in people demanding safety, a police state, surveillance state, no guns. The tyranny comes in making the productive citizens to shoulder the burden of the criminals. Examples, paying for the damage done by street take over, going to jail for not retreating in your home, injuring criminals when holding them for arrest. Those costs to the citizens further drive people to demand more safety for freedom. Once you have consolidated power then the idiots are no longer useful and destabilizing to your power, and you fix them. Look it up, quite a bit of reading on the topic.
