  1. The issue with Stochastic Terrorism is that the ones engaging in it can hide behind the law, claiming that a reasonable person wouldn't take what they say as a call for violence. The thing is, they are deliberately targeting unreasonable people. We need to create stochastic terrorism laws to take people who engage in it out of public discourse.
