  1. They torpedoed this bill because it was earmarked under mandatory spending. Mandatory, as in MUST pay. They wanted it under discretionary spending. Discretionary, as in, we can decide not to pay if we feel like it. Why on EARTH would you make paying for veterans who served and were exposed to harmful chemicals on your say-so something you might decide to cut off? I mean, I thought they were the "support the troops" party.
