  1. While sunsetting isn't a de facto removal of a bill or program, it is far more likely with such a divided congress. Plus, if all Americans expect the Republicans to try and cancel it or cut it drastically, it will get more Democrats elected in every state. It's a dumb idea by rank ideologues who can't see past their next election.
