"Better to remain inactive in the face of an accusation than to make a false arrest and remove doubt about corruption." Not as pithy, I admit, but sound advice. The man said they were corrupt, not that they did a specific corrupt thing. This couldn't be a more clear-cut case of a violation of the First Amendment if it were a hypothetical out of a civics textbook.
