  1. Photos of nude children aren't necessarily child sex exploitation. There usually needs to be a sexual component for it to be determined to be pornography or be obviously\likely used for sexual gratification. There are a lot of photos of nude children that are considered art and not pornography. A baby nude swimming after a dollar bill on a fishing hook is well and truly outside of child pornography standards.

  2.  @CGDW2  The U.S. has a lot of residual attitudes from some of the Puritan settlers. There have been attempts to shake off our puritanical ideals, but they rarely go anywhere.
