When you're dealing with issues of heat or cold, what you're describing is thermal mass. It's also energy to change the temperature up or down. The comparative levels of energy necessary to keep an area cool is higher than to keep it warm in average conditions. You're fighting energy migration, hot to cold. In a cold house, the heat escapes and in a warm house, heat intrudes. Depending on insulation factors, you end up with far more heat entering via the outside in hot weather than you would heat escaping during cold weather. One can also heat a smaller area (say one room in a house) and keep warm easier than cooling only one room and staying cool, likewise due to heat intrusion from the other rooms.
