As a businessman, one who didn't really ever make major decisions, relied on functionaries to carry out his promises in order to make him look good. Other people made the decisions and crafted them to look like Trump was right all along, and he's frustrated that government employees and representatives, with their bureaucracy and their protocols aren't twisting things to fit his words so that he looks good.
