Renting a car, I mean needing a driver's license to drive a car aside, 1) it's not the law that you need ID to rent a car, it's corporate policy. They could, if they so desired, not require ID to rent you one of their cars, congress would have nothing to say about that. 2) it's not to oppress people, it's to keep track of who is in possession of their property. I mean, even a very cheap vehicle is a tens of thousands of dollars investment and you might want that investment back should the renter be doing something improper with your vehicle.
