The issue is one of information. One side is trying to inform their constituents, the other is trying to misinform. If you ask people who was responsible for getting the hostages from Iran home in 1981, people would say Regan, because he was president in 1981. However, it was actually Carter. All the groundwork was laid and the agreement made prior to Regan taking office, but Regan benefitted from the hostages coming home because they came home when he was in office. People don't know how the sausage is made, they just thank (or blame as the situation dictates) the cook in the kitchen when they get it, even if a different cook made it.
