  1. Three weeks to read a 300+ page document? REALLY? I know people with full-time jobs that can read three or four 300+ page books a week. This is senators' and representatives' jobs! You can read it in a day, I'd even give you three if you're a slow reader. Three weeks? That's 25 pages a day. I realize it's in legalese, but that's profoundly lax.
