Education at a young age, discipline likewise from a young age, teaching responsibility, you guessed it, at a young age. People who are so horribly stupid, undisciplined, and irresponsible as to text while driving are unlikely to change without being horribly injured from an accident because of their behavior or have someone they care about die because of such behavior (not necessarily their own, the same way a person who often drives drunk would likely stop if someone he\she cares about dies because another drunk driver hit and hills them). Sorry to be so bleak, but that's reality.
