I don't think he's clever enough to intentionally stage a fake terrorist attack. He's already a terrorist, so additional terror on top of what he's already pushing wouldn't really be a boon to him, so I really don't see him trying to fake one for his own benefit. I do think he's incompetent and stupid enough to disregard warnings of one (see "Bin Laden determined to attack in the U.S. and George W. Bush's response) and then try to capitalize on it, or worse, break so much that we don't see a foreign terrorist attack coming until it happens.
