The time to have negotiated the issue of slavery was before the formation of the U.S. constitution. They decided to punt on the issue instead, too many of the founding fathers didn't want to lose their easy lives. Instead of dealing with the growth when it was clear it was going to be a problem, they left it be until it metastasized and needed to be radically cut out. No amount of negotiation was going to end the issue. There just wasn't going to be a peaceful means of ending slavery.
