If we were having a savage glut of drunk drivers causing mass deaths on a weekly basis, we'd make cars require a breathalyzer to start. They HAVE cars with breathalyzer start, usually attached to cars whose owners have a history of drunk driving. If we had a massive glut of people intentionally mowing down people using their cars, we'd more stringently restrict who owns a car or put hard barriers along pedestrian walkways to prevent cars crashing into people. We already did that too, with stores and malls putting heavy concrete posts in front of store entrances. Imagine a world where we didn't put those posts in because, "it would stop good people driving into the store." Thing is, a good person that owns guns immediately and without any notice turns into a bad person that owns guns when he or she starts killing people with them for no good reason.
