This is an unfortunate issue. Merrick Garland probably would like to take Trump down. But, when you attack the king, you need to kill him in the first strike. Trump, if he isn't destroyed legally, if it isn't the most ironclad case ever brought, it won't work. Even if they manage to get him in the first hit, his followers are willing to tear this entire country down for him. Any legal attack on him needs to be so devastating it not only takes Trump down without even the slightest question it also needs to totally deflate his followers to the point of inaction. Do you think you'd be so eager to be the one to try this and have the corpse of this nation laid at your feet should you fail?
