Even a basically competent government can be overwhelmed which would leave its citizens in jeopardy to some extent. Having supplies ready in case of emergency isn't the same as having a bunker and tens of thousands of dollars of supplies in case government falls, leaving one to want to keep some semblance of their old lives in tact.
